About Us
The Office of Climate Change has been established as the central coordinating agency at the national level for all climate change related work. Under Executive Order 381, the Office of Climate Change has the mandate for the development, review, and updating of the Palau Climate Change Policy, as well as coordinating mainstreaming efforts across sectors and information knowledge management of national climate change information.
The Office of Climate Change is within the Bureau of Budget and Planning (BBP), Ministry of Finance and works in collaboration with other BBP offices including PALARIS and the Office of Project Management. Xavier E. Matsutaro is the head of the Office of Climate Change (OCC) as the National Climate Change Coordinator and Focal Point to the United Nations Framework Convention on Climate Change (UNFCCC).
His current role is coordination of the implementation of the Palau Climate Change Policy for Climate and Disaster Resilient Low Emissions Development, supporting public awareness on climate change and accessing climate finance, developing and sharing national reports on climate change, and representing Palau in regional and international meetings. In the international fora, Xavier is the head of the negotiation technical team in the UNFCCC Conference of the Parties meetings since 2015.
The Office of Climate Change is working across all sectors in Palau, through the designation of Climate Change Sectoral Focal Points. A list of of these focal points is available here.
